Section 5.1

China Engagement — Full Strategic Architecture

Three simultaneous tracks with different audiences, timelines, and failure modes

Track 1 — Reframe the ask

From "help us enforce sanctions" to "protect your energy security." Every previous U.S. approach to China on Iran has been framed as a sanctions compliance demand — asking China to accept economic harm for U.S. strategic goals. This framing guarantees Chinese resistance. The reframe positions nuclear non-proliferation as a Chinese interest: a nuclear-armed Iran triggers Gulf proliferation, which destabilizes the energy architecture China depends on. This is not a U.S. interest that China is being asked to serve — it is a Chinese interest that the U.S. is offering to help China protect.[23]

Track 2 — Structure the exchange

The exchange must be real. China will not accept vague promises. The most feasible offer is a sanctions carve-out for Chinese legitimate trade with Iran, separating economic relationship from nuclear enablement. The most strategically compelling offer is co-guarantor institutional status — consistent with China's global governance ambitions and the 2023 Saudi-Iran normalization precedent. Taiwan concessions are a non-starter — any linkage would collapse U.S. domestic political support instantly.[10]

Track 3 — Execute through deniable institutional channels

China cannot publicly pressure Iran without destroying the relationship's value to both parties. SOE oil purchase reductions, banking friction, and infrastructure investment delays — all framed commercially — are the mechanics. A Chinese diplomatic back channel to IRGC and Supreme Leader's office privately contextualizes the economic signals as linked to nuclear posture. Deniability is essential to the technique's effectiveness.

Chinese domestic political constraints

What makes China cooperative: Xi Jinping's global governance narrative requires demonstrating that China can manage crises the U.S. cannot. Co-guarantor status on a major nuclear settlement would be the most significant Chinese diplomatic achievement since the Belt and Road rollout.

What makes China resistant: any framing that makes China appear to be doing U.S. bidding collapses the domestic political narrative. The engagement must be structured so China can present it as Chinese-led multilateralism — not as compliance with U.S. requests.[23]

Section 5.2

Russia Spoiler Defense

The binding constraint — shifting Russia from active to passive spoiler

Russia's dominant strategy is active spoiling. It cannot be reasoned out of this position — spoiling is the rational choice given its utility function. The defense strategy does not aim to convert Russia into a supporter. It aims to raise spoiling costs above Russia's threshold while offering a stake in the outcome sufficient to shift Russia from active to passive.[24]

Layer 1: Raise the cost of active spoiling through third-party interdiction of Russian-Iranian military cooperation and export control enforcement on dual-use components transiting third countries.

Layer 2: Offer institutional stake — give Russia a formal role in the UNSC verification mechanism that it cannot exercise if it spoils the deal. This converts the Russian UNSC veto from a spoiler tool into a compliance incentive.

Layer 3: Use China as a Russia buffer. China has independent leverage over Russia via economic interdependence accelerated by Ukraine war sanctions. If China signals to Russia that it will not compensate Russian losses from reduced spoiler activity, Russia's capacity to sustain side payments to Iran diminishes.

IISS / Atlantic Council finding

Russia's spoiler capacity is highest in the early phases of negotiation (blocking the opening) and lowest in the late phases (blocking a deal already signed and institutionalized). The sequence therefore needs to move through early phases rapidly — the longer the pre-negotiation window, the more opportunity Russia has to intervene effectively.[15]

Failure Modes

FM-1 China refuses reframe — stays in passive enablement

Triggered at Move 1. China calculates that U.S. distraction value outweighs proliferation cascade risk. Sequence collapses at the first move. Fallback: U.S. pursues bilateral deal with Iran directly, accepting that Chinese sanctions-busting will continue and limiting achievable enrichment ceiling.

FM-2 Israel strikes during the negotiating window

Triggered at Move 3 or 5. If China's economic signal to Iran is detected by Israeli intelligence as a negotiating opening, Israeli hardliners may argue the window is closing — creating a "now or never" preemptive logic. The negotiating process itself creates the urgency it was designed to prevent.

FM-3 IRGC hardliners win internal Iranian debate

Triggered at Move 3. Chinese economic pressure is interpreted as a temporary aberration and opportunity — accelerate weaponization before the window closes. The pragmatist faction loses. Iran moves toward EQ-4. China's response in this scenario is the analytically uncertain variable: escalate pressure further or back down.[7]

FM-4 U.S. domestic politics collapse the deal post-agreement

The JCPOA 1.0 failure mode. An agreement is reached, then a new U.S. administration withdraws. The Chinese co-guarantor architecture is specifically designed to raise the cost of this failure mode — U.S. withdrawal from a Chinese-co-guaranteed deal would rupture U.S.-China relations. The structural mitigation is embedding the deal in a UNSC resolution and an automatic economic mechanism that cannot be reversed by executive action alone.[16]

Probability: ~35% Most mitigable through institutional design

FM-5 Saudi Arabia publicly opposes — kills congressional support

Saudi opposition, if public and sustained, can mobilize sufficient congressional resistance to block sanctions relief implementation. This failure mode emerges late in the sequence, after earlier moves have succeeded. Saudi lock-in (Move 6) must precede any public announcement of the deal framework — the sequence of public disclosures matters as much as the substance.

Joint probability assessment

Baseline probability that none of FM-1 through FM-5 trigger across the full sequence: approximately 14–18%. Active implementation of the full strategy raises this to approximately 28–35%. FM-4 is both the highest-probability failure mode and the most mitigable through institutional design — indicating where architectural investment should be prioritized.

Where this analysis is most confident

The China engagement angle is the most underexplored lever in current policy discourse, and the specific reframe — from sanctions enforcement to Gulf energy security — is the right intellectual move even if execution is hard. The failure mode analysis is the most practically useful output: knowing that FM-4 (U.S. domestic collapse) is both high probability and most mitigable through institutional design gives actionable direction for where to put architectural effort.

The Nash equilibrium stability analysis is analytically clean. The current managed ambiguity equilibrium is moderately stable but eroding on a predictable timeline as enrichment advances. The identification of intelligence uncertainty — not intentions — as the key instability factor is a finding that holds across most parameter configurations.

Where the model may overstate the strategy's viability

The China co-guarantor assumption. The model treats Chinese co-guarantor status as a sufficiently attractive prize to shift Chinese behavior on Iran. Co-guaranteeing an Iranian nuclear compliance regime is categorically different from the 2023 Saudi-Iran mediation — it requires China to enforce against a client state, take reputational risk if Iran defects, and accept formal institutional entanglement with Western-designed verification architecture. That is not a diplomatic prize for Beijing; it may be a liability.

Sequencing optimism. The move sequence is presented as if actors hold their strategies stable while earlier moves play out. Real diplomatic processes don't work this way. Each move changes the information environment for all other actors simultaneously, creating feedback loops the linear sequence doesn't fully capture. Israel in particular does not pause its strike calculus for 90–120 days because the U.S. requests it.

The Russia problem is understated. Ukraine has made Russia more dependent on the Iran crisis as a U.S. distraction, not less. The model acknowledges this but proceeds to design around it as if it is a manageable constraint. Under current geopolitical conditions, it may not be.

Limits of rational actor logic. At least two of the five actors — Iran's IRGC leadership and the Israeli right — operate with reference points so far from standard expected utility that prospect theory corrections may still be insufficient. Khamenei has watched every leader who made security concessions to the West face destabilization or death. That is not a probability estimate he updates easily on the basis of Chinese oil purchase volumes.[25]

Bottom line

The honest read of the pivot conditions model at realistic parameter values is that managed deterioration of EQ-1 — gradual enrichment advancement, periodic military exchanges, no resolution — remains far more probable than any negotiated settlement over the next three to five years. The value of mapping EQ-3 is not "here is the path we should take" but "here is what we would need to believe to think a deal is achievable" — which is itself a useful discipline for separating analytical clarity from policy wishful thinking.
